Earn 1.65% with December's best 36-month CD rates

We're down to just three banks that offer 3-year CD rates of more than 1.50% APY to savers nationwide.

While the best rates have fallen sharply since the beginning of the year, they're still considerably better than the national average for 36-month CDs, which hit a new record low of 0.67% APY, according to our most recent survey of banks and thrifts.

Take, for example, the top nationally available deal from Doral Bank Direct, which at 1.65% APY pays nearly a full percentage point better than the national average.

Doral Bank Direct is the online bank of Doral Bank, the leading community bank in Puerto Rico, which also has five branches in northwest Florida and two in New York City. It requires a $1,000 minimum deposit.

The next-best rate comes from AmTrust Direct, the online division of AmTrust Bank in Ohio, which is owned by New York Community Bank. It pays 1.55% APY and requires a $1,000 minimum.

CIT Bank, the online consumer bank of CIT Group Inc., which offers financing to small businesses and middle-market companies, pays 1.54% APY and requires a $1,000 minimum.

As of Dec. 16, 2011, six banks are offering 1.50% APY:

Quaint Oak Bank, a surburban Philadelphia bank with a single location, with a $500 minimum.

Goldwater Bank, which has a single location in Scottsdale, Ariz., with a $5,000 minimum.

Hudson City Savings Bank, which has 130 branches in New Jersey, New York and Connecticut, with a $500 minimum deposit for customers in the tri-state area and $5,000 for other savers.

Country Bank, which has 14 branches in central Massachusetts, with a $500 minimum deposit.

Nationwide Bank, an online bank owned by Nationwide Mutual Insurance Company and its affiliates, with a $500 minimum deposit.

Tennessee Commerce Bank, which has a single location in Franklin, Tenn., with a $2,500 minimum deposit.

To qualify for this list, a bank must allow savers from all 50 states to buy its certificates of deposit online or through the mail.
