Best 36-month CD rates hold steady in November at 1.65%

The nationwide average for 36-month CD rates has taken a tumble this fall.

Surprisingly, the best nationally available deal hasn't followed suit.

You can still earn 1.65% APY from Doral Bank Direct, the online bank of Doral Bank, the leading community bank in Puerto Rico that also has branches in Florida and New York, with a $1,000 minimum deposit.

That same bank led the way with the same rate in October.

Doral's rate is much less than the 2.17% APY offered at the beginning of the year on the top nationally available deal.

Still, its 3-year CD pays nearly a full percentage point more than the national average -- 0.69% APY according to our most recent survey of banks and thrifts.

As of Nov. 11, 2011, four other banks pay more than 1.51% APY:

AmTrust Direct, the online division of AmTrust Bank in Cleveland, a division of New York Community Bank, pays 1.55% APY with a minimum deposit of $1,000.

Quaint Oak Bank, a suburban Philadelphia bank with a single location, pays 1.55% APY with a minimum deposit of $500.

CIT Bank, the online consumer bank of CIT Group Inc., which offers financing to small businesses and middle market companies, pays 1.54% APY with a minimum deposit of $1,000.

Goldwater Bank, which has a single location in Scottsdale, Ariz., pays 1.52% APY with a minimum deposit of $5,000.

To qualify for this list, a bank must allow savers from all 50 states to buy its certificates of deposit online or through the mail.
